The editorial policy of the State of the Building Sector Conference ensures that all submitted abstracts, papers, and technical contributions meet high standards of scientific integrity, technical rigor, transparency, and relevance to the conference theme. This policy governs the editorial management, peer review, publication ethics, and dissemination of all conference contributions.

The conference welcomes original and high-quality submissions including:

  4. iv. Policy analyses
  5. v. Industry innovation reports
  6. vi. Practice-based insights

Submissions must address topics relevant to the built environment, including building regula-tion, construction technologies, building safety, climate resilience, materials, structural performance, and digital transformation in the building sector.

The conference editorial process is overseen by:

  1. i. Conference Editorial Board
  2. ii. Scientific Committee
  3. iii. Technical Review Panel

The Scientific Committee provides subject-matter oversight, while the Editorial Board coordi-nates the review process and ensures adherence to this policy. Editorial decisions are made in-dependently based on scholarly merit, relevance, and technical quality, and are not influenced by sponsors or external stakeholders.

All full papers submitted undergo a rigorous double-blind peer review process, consistent with internationally recognized scholarly publishing standards. The peer review process is designed to ensure scientific quality, impartiality, and transparency in the evaluation of submissions. Peer-review will be conducted by ensuring compliance with the Publication ethics and publication malpractice.

The review process consists of the following stages:

a) Initial Editorial Screening

All submitted abstracts and full papers are first reviewed by the Editorial Committee to con-firm alignment with the conference theme, compliance with submission guidelines, origi-nality, and relevance to the built environment and building sector.

b) Double-Blind Expert Review

Eligible manuscripts are assigned to at least two independent reviewers with relevant sub-ject expertise. The double-blind process ensures that the identities of both authors and re-viewers remain anonymous, promoting objective and unbiased evaluation.

c) Evaluation Criteria

Reviewers assess submissions based on the following criteria:

  1. Relevance to the conference theme and subject areas
  2. Originality and contribution to knowledge or professional practice
  3. Methodological rigor and technical soundness
  4. Clarity of presentation and organization
  5. Practical or policy relevance to the building sector
d) Editorial Decision

Based on reviewer reports, the Editorial Committee makes one of the following decisions:

  1. Accept
  2. Accept with minor revisions
  3. Accept with major revisions
  4. Reject

Authors receiving revision requests will be required to address reviewer comments before final acceptance.

e) Final Acceptance

The Editorial Committee reviews revised submissions to ensure that reviewer comments have been adequately addressed before granting final acceptance for publication in the con-ference proceedings. The peer review process ensures that all accepted contributions meet high standards of academic integrity, technical quality, and relevance to the advancement of building standards and sustainable development.

All submitted manuscripts are treated as confidential documents. Reviewers and editors must not disclose, distribute, or use unpublished materials for personal research without the author’s written consent.

Accepted papers will be published in the official conference proceedings and may be made available through digital repositories or partner publication platforms. Authors retain intellectual ownership of their work but grant the conference the right to publish and disseminate the mate-rial as part of the proceedings.

If significant errors, ethical concerns, or misconduct are discovered after publication, the conference reserves the right to:

  2. ii. Withdraw or retract papers from the proceedings.
